Purpose of the job
The Development Manager is accountable for the end-to-end oversight of outsourced software development delivery, ensuring that external development partners deliver solutions on time, to specification, and aligned to business priorities.
The role acts as the primary bridge between the business, Product Owners, and external development vendors, coordinating requirements, managing delivery cadence, and maintaining a strong “system delivery” operating rhythm. There is no internal development team; success in this role is measured by vendor performance, delivery predictability, and quality of outcomes.
Key Results Areas
Key Deliverables & Outcome
- Predictable, on time delivery from outsourced development partners.
- Improved vendor transparency and accountability.
- Clear, auditable delivery reporting.
- Reduced rework due to improved requirement quality.
- Strong alignment between business priorities and technical delivery.
Vendor & Supplier Delivery Management
- Own day to day delivery management of outsourced development partners.
- Define, track, and manage delivery commitments, milestones, and dependencies with vendors.
- Hold vendors accountable for scope, timelines, quality, and reporting.
- Proactively identify and escalate delivery risks, slippage, or quality concerns.
- Manage change requests, prioritisation trade offs, and delivery impacts with vendors.
System Ownership Enablement
- Support Product Owners in acting as system owners / super users
- Ensure systems have:
- Clear ownership
- Vendor support models
- Release and enhancement pipelines
- Assist with handovers, knowledge transfer, and operational readiness.
Development lifestyle coordination
- Coordinate the end-to-end system delivery lifecycle across multiple vendors and initiatives.
- Work closely with internal Product Owners to plan releases, sprints, and deployments.
- Ensure work is sequenced correctly across vendors where dependencies exist.
- Maintain visibility across in flight, upcoming, and completed development work.
Requirements & Specification Quality Assurances
- Ensure business requirements are:
- Clear, complete, and testable
- Appropriately prioritised
- Fit for outsourced delivery
- Support Product Owners in refining user stories, functional specifications, and acceptance criteria.
- Act as a quality gate before requirements are handed to vendors.
Delivery Operating Rhythm
- Run the system delivery cadence, including:
- Weekly vendor check ins
- Delivery/sprint reviews
- Milestone tracking and reporting
- Produce clear delivery status reporting for Technology and business stakeholders.
- Ensure consistent documentation, decision logs, and delivery artefacts.
Required Qualification & Experience
- Grade 12 required and IT qualifications would be advantageous.
- 2–5 years’ experience in software delivery coordination, development management, or technical project delivery.
- Experience working with outsourced development vendors or system integrators.
- Strong understanding of the software development lifecycle (SDLC).
- Proven ability to manage multiple vendors and parallel workstreams.
- Good stakeholder communication and coordination skills.
- Comfortable working with Product Owners, business stakeholders, and technical teams.
Technical Competencies / Professional Expertise
- Delivery focused and structured.
- Comfortable holding vendors accountable while maintaining constructive relationships.
- Detail oriented with strong follow through.
- Able to manage ambiguity and shifting priorities.
- Confident communicator who escalates early and clearly.
- Exposure to Agile / Scrum / hybrid delivery models.
- Experience in financial services, insurance, or regulated environments.
- Familiarity with release management and UAT coordination.
